Emergency Management Plan

The City of Waterloo's emergency management plan guides us as we manage appropriate responses to emergency situations that occur within our borders.

The plan defines an emergency as "a situation or an impending situation caused by the forces of nature, an accident, an intentional act or otherwise that constitutes a danger of major proportions to life or property."

The plan addresses a number of elements:

  • Emergency control structure
  • Emergency declarations
  • Emergency operations
  • Emergency information
  • Emergency assistance and resources
  • Emergency recovery
  • Emergency exercises
  • Plan maintenance and distribution

The aim of this plan is to provide a structure for the effective implementation, co-ordination and administration of extraordinary actions, arrangements or measures that we will take to protect the life, health, safety, welfare and property of our residents and visitors in the event of an emergency.
