 By-law No. 2018-050 applies to all lands, buildings and structures in the City of Waterloo.  The By-law repeals By-laws 878A, 1108 and 1418 and all amendments thereto. The intent of the By-law is to implement the City of Waterloo's Official Plan, create simplified and modern zoning regulations, align zoning with best practices, and facilitate the City's urban design objectives. The By-law controls land uses and development, including how land may be used, lot sizes and dimension requirements, lot coverage, the types of buildings that are permitted, how buildings may be used, where buildings and other structures can be located, building setbacks, building heights, building densities, building bulk, building floor areas, spacing and character of buildings, landscaped open space, amenity area, parking, and loading requirements.

OFFICIAL PLAN AMENDMENT 22

The Council of The Corporation of the City of Waterloo passed By-law No. 2018-049 on Monday, September 10, 2018 to adopt Amendment No. 22 to the City of Waterloo Official Plan: 

 Official Plan Amendment 22

 Proposed Amendment No. 22 to the City of Waterloo Official Plan modifies city-wide planning policies, as well as site specific planning policies and or schedules. The purpose of Official Plan Amendment 22 is to: (i) correct errors in the Official Plan identified through the comprehensive Zoning By-law Review; (ii) allow for effective zoning implementation; (iii) limit the creation of legal non-conforming lands and buildings, where appropriate; and (iv) respond to participant input obtained through the comprehensive Zoning By-law Review.  Official Plan Amendment 22 contains a resolution to Deferral No. 15 related to  443 & 446 Wismer Street.

Timing for the comprehensive zoning by-law review

Please be advised, the formal public meeting is scheduled to be presented to Council for a decision on August 13, 2018.

If you have questions regarding the final draft Zoning By-law:

a.)   Planning staff will be hosting casual drop-in information sessions on July 19, 20, 23, 24 and 25 from 3:30-5:30pm in the Neufeld Room, 2nd Floor, City Hall (100 Regina Street South); and

b.)   A drop-in Open House will be held on August 1 from 3:00-5:00pm in the Council Chambers, 3rd Floor, City Hall  (100 Regina Street South).

 Report IPPW2018-022 - Discussion paper on proposed amendments to the City of   Waterloo's official plan

 Report IPPW2018-022, a discussion paper on proposed amendments to the City of Waterloo's Official Plan to facilitate the City's on-going comprehensive Zoning By-law Review.  The report will be presented to Waterloo City Council on Monday May 7th for information (no decision will be made).

 Take notice that the Council of the Corporation of the City of Waterloo will hold an Informal Public Meeting on Monday May 7, 2018, at a time to be determined, in the Council Chambers, 3rd floor, Waterloo City Centre, 100 Regina Street South, Waterloo, to receive an update from planning staff on the comprehensive Zoning By-law Review and related Official Plan Amendment 22 (OPA 22), and to give the public an opportunity to make representations with respect to the comprehensive Zoning By-law Review and proposed Official Plan Amendment. No decisions will be made at this meeting. It is for information only.

Comprehensive Zoning By-law Review

The City of Waterloo's zoning by-laws establish and regulate land uses in the city, implementing the policies in the city's official plan.

Zoning regulates a number of property-development matters including:

  • Establishing permitted land uses
  • Setting maximum and minimum building heights and densities
  • Restricting building locations, including setbacks
  • Establishing minimum lot sizes
  • Facilitating urban design and landscaping objectives of the city
  • Establishing parking requirements

Currently, the City of Waterloo has three zoning by-laws. Although the current zoning by-laws have been amended over time, a comprehensive review has not been undertaken since their enactment.

In 2012, the City of Waterloo adopted a new Official Plan which was approved in December 2012.The city is now undertaking a comprehensive zoning by-law review to implement the new official plan and to update its zoning regulations to reflect current planning standards and best practices.
