The City of Waterloo Purchasing Bylaw establishes rules governing the procurement of Goods and Services that reflect the best value for the taxpayer, protect the City's financial interests and encourage competitive Bidding in accordance with applicable treaties such as Canadian Free Trade Agreement and Comprehensive Economic and Trade Agreement.

The City of Waterloo uses Gov Deals for disposal of identified surplus goods.

The City also participates in the Ontario Government Vendor of Record Program. Through this program, the Ontario Government has contracted with vendors to supply a variety of goods and services which are accessible to public sector buyers, including the City of Waterloo.
