Water Master Plan


The purpose of the City of Waterloo's water distribution master plan is to achieve a cost-effective water distribution system that:

  • meets the needs of our customers as well as regulatory and legislative requirements;
  • supports population growth;
  • considers system resiliency; and
  • optimizes the system performance objectives with the long-term renewal needs of the system.

The City of Waterloo and the Region of Waterloo work together to provide water to businesses and homes. Under this two-tier approach, the city is responsible for water distribution to local business and homes while the region is responsible for the supply, treatment and delivery of water to the city's system.

In 2015, the Region of Waterloo completed a master planning process to identify the long-term activities and infrastructure needed to ensure long-term sustainable supply, treatment and delivery of water to Waterloo's water system. Waterloo's water distribution master plan will build on work completed by the region and will focus on the city-owned and managed local water distribution system.

The water distribution master plan was completed as a separate class environmental assessment study in accordance with the requirements of the Municipal Engineers Association (MEA) Class Environmental Assessment (EA) process for master planning (MEA, June 2000, as amended in 2007 and 2011). The study was undertaken based on Approach 1, which involved a broad level of assessment, satisfying phases one and two of the Class EA process. The master plan was undertaken in parallel with the city's infrastructure asset management analysis report that is focused on developing a long-term strategy to manage all of the city's current and planned assets.  

Public engagement

Nov. 15, 2016 public information centre: A public information centre was held to present the evaluation process, rationale and the preliminary preferred strategy for the water distribution master plan. The following information was presented:

Feb. 25, 2016 public information centre: A public information centre regarding the development of the water distribution plan was held jointly with the city's water and sanitary rate study and the new asset management plan open house.
