Drinking Water Quality Management System

The City of Waterloo's drinking water distribution system's quality management system meets the requirements of Ontario's Drinking Water Quality Management Standard. Information about the system is in our operational plan.

Hard copies of the operational plan are available for public viewing at Waterloo City Centre (Mayor & Councillor's Office) as well as the Waterloo Service Centre. 

Our commitment

The quality management system policy outlines our commitment:

  • To provide safe drinking water by working with our consumers and the Region of Waterloo
  • To improve and maintain the quality management system for the water distribution system
  • To comply with all applicable legislations and regulations
  • To communicate openly and effectively to the public about matters of drinking water quality

We received accreditation as the city's operating authority and were issued a municipal drinking water licence and drinking water works permit in June 2016. We have submitted a financial plan for the water distribution system to the Ministry of Municipal Affairs and Housing to fulfill the additional requirements of the Safe Drinking Water Act's municipal drinking water licensing program.

Annual quality reports

We prepare an annual report on our drinking water system to meet the requirements of the Safe Drinking Water Act. This report provides information on the operation of the municipal drinking water distribution system and the quality of its water. 

 The Region of Waterloo's annual report is available on the Region's website or by calling 519-575-4400. Locally, the region is responsible for the supply of drinking water and the treatment of wastewater. The city is responsible for the distribution of drinking water to homes and businesses and the collection of wastewater from homes and businesses.

Watermain alterations

Under the Province of Ontario's Municipal Drinking Water Licensing Program, a Form 1 - Record of Watermains Authorized as a Future Alteration must be completed and approved by the City of Waterloo prior to making watermain alterations to the city's drinking water distribution system. To assist applicants with the form submission process, we've created a detailed submission checklist outlining the documentation required along with Form 1, as well as detailed submission instructions. The application form can be obtained directly from the Ministry of Environment and Climate Change website.
