View 2022 campaign financial statements

Every candidate and registered third party advertiser in the 2022 municipal election must file a financial statement reporting their contributions and expenses. Statements are completed and submitted by candidates and third party advertisers. The City of Waterloo does not verify or correct the information provided.

Request compliance audits

Each municipality and school board must appoint a compliance audit committee. The Municipal Election Compliance Audit Committee (MECAC) is a joint committee between the Region of Waterloo, the cities of Cambridge, Guelph, Kitchener, Waterloo, and the townships of North Dumfries, Wellesley, Wilmot and Woolwich.

The committee functions are:

  • granting or rejecting applications for a compliance audit
  • appointing an auditor if the application is granted
  • receiving an auditor’s report and deciding if legal action is needed
  • determining whether to recover costs from the applicant if the auditor's report finds no illegal activity or reasonable grounds for the application
  • considering reports from the city clerk identifying contributors who appear to have contravened election contribution limits, and deciding if legal action is needed

When to request a compliance audit

If you believe that a candidate or third party advertiser has violated the campaign finance rules in the Municipal Elections Act, you may request an audit of their finances.

To file an application for a compliance audit for City of Waterloo candidates or third party advertisers, you must be entitled to vote in City of Waterloo elections.

Your request must be filed by:

  • June 30 2023 for financial statements filed by March 31 or
  • 90 days after the date the statement was filed for late financial statements filed by May 1 

In certain cases, candidates or third party advertisers may receive an extension of their time to file their financial statement or they may file supplementary financial statements. For information on deadlines to file compliance audit requests in these circumstances email to elections@waterloo.ca.

Request a compliance audit for a Region of Waterloo candidate by contacting the regional clerk.

If you wish to request a compliance audit for a Waterloo Region District School Board or Waterloo Catholic District School Board candidate, please contact the secretary of the appropriate school board.

Submit an application for compliance audits of City of Waterloo candidates and registered advertisers

  1. Download and complete the compliance audit request form (PDF)
  2. Print and sign the form
  3. Mail the form or deliver it in person to:

After your application is submitted:

  • the City Clerk will forward your request to MECAC within 10 days
  • within 30 days of receiving it, MECAC will review your request and decide whether to reject it or appoint an auditor to conduct a compliance audit
  • the auditor will conduct an audit of the candidate or third party advertiser’s finances and prepare a report
  • MECAC will review the report and, if there are any apparent contraventions of the Municipal Elections Act, may decide to commence legal proceedings
