Apply for snow clearing help

The Assisted Snow Clearing Program provides free snow removal for eligible seniors and people with disabilities.

How the program works

Our free snow removal service helps clear snow from:

  • sidewalks on your property
  • the driveway apron – the section between the sidewalk and the road
  • windrows – the pile of snow left at the end of your driveway after a plow passes

We do not clear:

  • the rest of the driveway
  • paths leading to entry points
  • porches or decks

What happens after you apply

Space is limited, so we review applications in the order we receive them:

  • meeting the eligibility rules does not guarantee a spot
  • if the program is full, we will add your name to a waiting list

We will contact you to confirm if you’ve been accepted into the program.


Who can apply

You must meet all general and income requirements.

General requirements:

  • live in the City of Waterloo
  • be 65 or older, or have a disability that prevents snow removal, or live with someone who does
  • have no one in your household who is physically able to remove snow
  • must own and reside in the home – the property can't generate rental income

Income requirements:

  • single household: annual income of $32,894 or less
  • two or more people: annual income of $46,000 or less

Apply for the program

Applications for the 2025–2026 program are now closed. 

Applications will reopen for next winter on September 1.
