How council meetings run

Council follows a procedure by-law that sets the formal rules for how meetings are conducted, including presentations, delegations, rules of conduct, voting and minutes.

When attending in person:

  • you may take photos or recordings if you don’t disrupt the meeting
  • silence or turn off electronic devices
  • don't bring banners or signs into Council Chambers

Learn more about how meetings are structured and how decisions are made on the How council meetings work page.

Speak at a meeting

Anyone can speak to Council about an item on the public agenda – this is called being a delegation.

To speak, you must register in advance. Learn how to register, what to expect when speaking, and how to send written comments on the Register to speak at a council meeting page.
