Private Parking Enforcement Officers (PPEOs)

PPEOs are used by businesses that enforce parking to ensure their facility’s spaces are being used only by patrons, members, employees, or tenants. This is done by a person who is licensed by the city and delegated by a property owner to provide parking tickets on private property.

Who can apply

Individual business owners, partnerships, or corporations. If the property owner wishes to have multiple PPEOs they may be required to have a Private Parking Enforcement Contractor’s license.

Officers must:

  • take detailed notes and evidence
  • give all tickets to Municipal Enforcement Services within three (3) business days of issue
  • follow the City of Waterloo’s code of conduct at all times

Application process

Step 1: gather your documents

Certificate of insurance form
Before you apply to become a PPEO, you must download the Certificate of Insurance form (PDF) and have it completed and signed by your insurer or insurance broker.

When you have completed the form, you will be asked to upload it as part of your application.

Background check
You will be asked for ONE of the following as a background check:
  • Criminal Record Check obtained in the past six months from a Canadian Police Service
  • Valid Ontario Security Guard Licence
  • Valid Ontario Private Investigators Licence

Proof of owner’s consent
The online form will ask you attach proof of the property owner’s consent to conduct parking enforcement. You do not need to do this if employed by a Licensed Private Property Enforcement Contractor.

Step 2: apply and pay online

You can use our online portal to apply for a PPEO permit. You must create an account or sign into an exisiting account to send us your application. The application fee is $40.98 *including HST and can be paid online at the same time.

Step 3: take the training

Once your application is approved by our enforcement team, you will get a link to the online training video. The video is short and goes over:

  • applicable bylaws 
  • enforcement procedures and ticketing processes
  • reporting tickets administered to the City's municipal enforcement counter
Step 4: pass the PPEO test

After training, you will be sent a short multiple choice online test. You can complete it as many times as you want, but you must get a score of 100% to pass. 


Renew your PPEO license

You must renew your PPEO license each year on January 31st through the online portal. This can be set up to automatically withdraw each year, and is a fee of $40.98 *including HST
