Noise complaints and exemptions

The city's noise bylaw (PDF) sets out standards for different types of noise. General rules include:

  • persistent barking or pet noise is prohibited at all times
  • persistent yelling, shouting, and loud voices are prohibited from 11:00 p.m. to 7:00 a.m. (9:00 a.m. on Sundays)
  • residential renovation noise is prohibited from 9:00 p.m. to 7:00 a.m. (9:00 a.m. on Sundays)
  • commercial construction noise is prohibited from 7:00 p.m. to 7:00 a.m. (all day on Sundays and holidays)

All potential dates are subject to cancellation. Some dates are playoff and depends on season success. If dates are cancelled the City of Waterloo By-Law Office will be notified.

Average Attendance will be 200 to 2,000 people depending on the event. Larger events will be Homecoming & Football Games where attendance will be between 5,000 to 9,000.

All events will involve the public address system.

  • to permit sound of three amplified local musicians/ bands in an enclosed courtyard
  • to take place from 7:30 to 11:00 p.m. on Sunday June 16, 2019 at 67 Erb St. W.

The applicant, Prica Group, is requesting an exemption as follows:

  • to permit sound of operating equipment required to install structural steel and precast concrete floor planks at 131 University Ave West, Waterloo.
  • there will be 16 non consecutive days of concrete pours between January 2019 and April 2019.
  • forty eight hours of notice is to be given to the City of Waterloo and surrounding neighbours prior to any concrete pours.

  • from 7:00 p.m. until 11:00 p.m. during Monday to Friday evenings from Monday, January 14, 2019 to Thursday, Oct. 31, 2019 at 227 King St. S., Waterloo, N2L 1X7.

Notice is hereby given that an application is being made for an exemption to the City of Waterloo Noise Bylaw #2010 073 section 3.1a schedule 2 item 13 to the operation of any construction equipment other than in connection with residential renovations – 7:00 p.m. one day to 7:00 a.m. next day.

The applicant, Complete Concrete Restoration, is requesting an exemption as follows: 

  • to permit sound of operating construction equipment such as mechanical scraping/grinding of waterproofing membrane, jackhammering, removal and disposal of existing interlocking stone pavers, existing sub base material, insulation and existing waterproofing system
  • removal of existing concrete stairs, remove/replace podium deck drains, installation of new roofing and waterproofing membrane, installation of new interlocking pavers, installation of new concrete stair and steel railing
  • conditions:
    • high level noise to be completed before 11:00 p.m.
    • public notice to be given before work is to be started
    • periodic measures of noise readings completed by city staff, from April 1, 2019 to June 28, 2019, for times from 6:00 p.m. to 7:00 a.m. Monday through Friday and 7:00 a.m. to 7:00 p.m. on Saturdays at 227 King St. S.

Applying for a noise exemption

  1. Download and complete a noise exemption application (PDF).
  2. Submit forms in person at city hall at least 60 days before the exemption is requested to begin.
  3. Pay the applicable fee. We accept cash, debit, credit, cheque or money order (playable to the City of Waterloo).
