Noise complaints and exemptions

The city's noise bylaw (PDF) sets out standards for different types of noise. General rules include:

  • persistent barking or pet noise is prohibited at all times
  • persistent yelling, shouting, and loid voices are prohibited from 11 p.m. to 7 a.m. (9 a.m. on Sundays)
  • residential renovation noise is prohibited from 9 p.m. to 7 a.m. (9 a.m. on Sundays)
  • commercial construction noise is prohibted from 7 p.m. to 7 a.m. (all day on Sundays and holidays)

Noise bylaw exemptions

131 University Avenue West (January to April 2019)

Notice is hereby given that an application has been made to the Director of Municipal Enforcement Services of the City of Waterloo for an exemption to the City of Waterloo Noise By-law #2010-073 section 3.1a, schedule 2 item 13 – the operation of any construction equipment other than in connection with residential renovations – 7 p.m. one day to 7 a.m. next day. The applicant, Prica Group, is requesting an exemption as follows:

  • To permit sound of operating equipment required to install structural steel and precast concrete floor planks at 131 University Ave West, Waterloo.
  • There will be 16 non-consecutive days of concrete pours between January 2019 and April 2019.
  • Forty-eight hours of notice is to be given to the City of Waterloo and surrounding neighbors prior to any concrete pours.

265 Lester Street (February 4 to October 11, 2019)

Notice is hereby given that an application is being made to the director of municipal enforcement services for the City of Waterloo for an exemption to the City of Waterloo noise bylaw #2010-073 section 3.1a schedule 2 item 13 - the operation of any construction equipment other than in connection with residential renovations - 7 p.m. one day to 7 a.m. next day. The applicant, Prica Group, is requesting an exemption as follows:

To permit sound of operating construction equipment such as generators and machinery from Feb. 4, 2019 to Oct. 11, 2019 from 7 to 11 p.m. at 256 Lester Street, Waterloo, N2L 3W5.

Notice is hereby given that an application is being made to the director of municipal enforcement services for the City of Waterloo for an exemption to the City of Waterloo noise by-law #2010-073 which prohibits amplified sound between the hours of 7 p.m. and 7 a.m. The applicant, Maresco Limited, on behalf of Sun Life Financial, is requesting an exemption as follows:

To permit sound from construction restoration work under active building permit #18-009082 NR from 7 p.m. until 11 p.m. during Monday to Friday evenings from Monday, Jan. 14, 2019 to Thursday, Oct. 31, 2019. The location is 227 King St. S., Waterloo.

Notice is hereby given that an application is being made to the director of Municipal Enforcement Services for the City of Waterloo for an exemption to the City of Waterloo Noise By-law #2010-073 which prohibits amplified sound between the hours of 7:00 p.m. to 7:00 a.m. The applicant, Edna Staebler Public School, is requesting an exemption as follows:

To permit sound during the Edna Staebler Family Fun Night event to take place from 6:00 p.m. to 11:00 p.m. on Thursday, May 30 at 450 Bernay Drive.

Applying for a noise exemption

  1. Download and complete a noise exemption application (PDF).
  2. Submit forms in person at city hall at least 60 days before the exemption is requested to begin.
  3. Pay the applicable fee. We accept cash, debit, credit, cheque or money order (paybale to the City of Waterloo).
