Noise complaints and exemptions

The city's noise bylaw (PDF) sets out standards for different types of noise. General rules include:

  • persistent barking or pet noise is prohibited at all times
  • persistent yelling, shouting, and loud voices are prohibited from 11:00 p.m. to 7:00 a.m. (9:00 a.m. on Sundays)
  • residential renovation noise is prohibited from 9:00 p.m. to 7:00 a.m. (9:00 a.m. on Sundays)
  • commercial construction noise is prohibited from 7:00 p.m. to 7:00 a.m. (all day on Sundays and holidays)

Notice is hereby given that an application is being made to the director of bylaw enforcement for the City of Waterloo for an exemption to the City of Waterloo Noise Bylaw #2010 073 which prohibits amplified sound between the hours of 5:00 p.m. to 7:00 a.m.

The applicant, Wilfrid Laurier University (WLU), and on behalf of Waterloo Region District School Board (WRDSB), is requesting an exemption to permit amplified sound at University Stadium on Seagram Dr., in Waterloo on the following dates:

All potential dates are subject to cancellation. Some dates are playoff and depends on season success. If dates are cancelled the City of Waterloo By-Law Office will be notified.

Average Attendance will be 200 to 2,000 people depending on the event. Larger events will be Homecoming and football games where attendance will be between 5,000 to 9,000.

All events will involve the public address system.

Notice is hereby given that an application is being made to the director of municipal enforcement services for the City of Waterloo for an exemption to the City of Waterloo Noise Bylaw #2010-073 section 3.1a schedule 2 item 13 – the operation of any construction equipment other than in connection with residential renovations – 7:00 p.m. one day to 7 a.m. next day. The applicant, Prica Group, is requesting an exemption as follows: 

  • to permit sound of operating construction equipment such as generators, machinery
  • from May 1, 2019 to May 3, 2020 for times from 7:00 to 11:00 p.m. at 256 Lester St., Waterloo N2L 3W5

Notice is hereby given that an application is being made to the director of municipal enforcement services for the City of Waterloo for an exemption to the City of Waterloo Noise Bylaw #2010-073 which prohibits amplified sound between the hours of 7:00 p.m. to 7:00 a.m. The applicant, the Waterloo Aboriginal Education Centre, is requesting an exemption as follows:

  • to permit sound during a live musical performance using amplified speakers
  • from noon to 6:00 p.m. on Saturday September 28, 2019
  • during their 16 Annual Traditional Pow Wow event located at Waterloo Park, 190 Westmount Rd. N.

Moccasin Drive, Longwood Drive and Albert Street (July 6 to October 18, 2019)

Notice is hereby given that an application is being made to the director of municipal enforcement services for the City of Waterloo for an exemption to the City of Waterloo Noise Bylaw #2010-073 section 3.1a schedule 2 item 13 to the operation of any construction equipment other than in connection with residential renovations to 7:00 p.m. one day to 7:00 a.m. the next day. The applicant, Sierra Construction, is requesting an exemption as follows: 

  • to permit sound of a portable electrical generator with silent pack for ground water pumps and sewage by-pass pumping at Moccasin Drive, Longwood Drive and Albert Street, Waterloo
  • the portable electrical generator with silent pack is to operate 24 hours a day seven days a week for the time period of July 6 to October 18, 2019

  • To permit sound of  microphone for speeches, outdoor music for dancing, during an outdoor wedding
  • to take place from 4:00 p.m. on Saturday October 5, 2019 to 11:59 p.m. at 230 Stanley drive

Notice is hereby given that an application is being made to the director of municipal enforcement services for the City of Waterloo for an exemption to the City of Waterloo Noise Bylaw #2010 073 which prohibits amplified sound between the hours of 7:00 p.m. and 7:00 a.m. The applicant, Maresco Limited, on behalf of Sun Life Financial, is requesting an exemption as follows:

  • to permit sound from construction restoration work under active building permit #18 009082 NR
  • from 7:00 p.m. until 11:00 p.m. during Monday to Friday evenings from Monday, January 14, 2019 to Thursday, Oct. 31, 2019 at 227 King St. S., Waterloo, N2L 1X7.

Applying for a noise exemption

  1. Download and complete a noise exemption application (PDF).
  2. Submit forms in person at city hall at least 60 days before the exemption is requested to begin.
  3. Pay the applicable fee. We accept cash, debit, credit, cheque or money order (playable to the City of Waterloo).
