City of Waterloo advances affordable housing plans for Lincoln Road property
City of Waterloo Council unanimously approved the planned approach to develop the City-owned property at 250 Lincoln Road into affordable housing. The former St. Columba Church site was purchased by the City in April 2025, with the intention of using the land for affordable housing.
The next steps for the project include a planning review and engagement, with a public meeting in March 2026. In addition to the public meeting, staff will also consult with affordable housing providers and community organizations to inform the Request for Expressions of Interest (REOI) for the affordable housing development. The existing structure on the property will be demolished in spring 2026, and staff will consider interim use of the site as a publicly accessible green space following demolition.
Updates about this project will be available on Engage Waterloo beginning in February 2026.
