City of Waterloo Council Summary March 4, 2024

Council reflects on the service and accomplishments of Prime Minister Mulroney
City of Waterloo Council began the meeting with a moment of reflection on the passing of the Right Honourable Brian Mulroney, Canada’s 18th Prime Minister. Chair Wright noted Mr. Mulroney’s stance against apartheid in South Africa, and his work towards environmental sustainability, protection and action.
Flags at City of Waterloo facilities are at half-mast to honour his commitment to public service and as a sign of respect for his accomplishments.
Longstanding collaboration on delivery of programs and services between Waterloo and Kitchener
Waterloo and Kitchener have a longstanding history of coordinating on service delivery and communication. Formal collaboration efforts that make efficient use of resources and share knowledge and best practices are identified and tracked by a Joint Services Initiatives Committee (JSIC). Waterloo and Kitchener have collaborated on more than 80 formal joint initiatives since the JSIC was established in 2006. Recent projects include:
- Affordable Housing Strategy/Housing For All Strategy
- Administrative Monetary Penalty System (AMPS) expansion
- Inclusionary zoning for affordable housing
- Vision Zero
- Official plans comprehensive review
- Sport and recreation joint service committee
The JSIC also identifies informal opportunities for collaboration that may include other area municipalities and the Region of Waterloo as partners, including:
- Strategic Plan development
- Reconciliation Action Partnership
- Collaboration on housing and homelessness
- Green development standards
- Municipal facility accessibility guidelines
Council approves new Regulated Parking Event on-street parking ban
Council approved an update to the Traffic and Parking By-law with the new ability to declare a Regulated Parking Event to prohibit on-street parking in a specific geographic area of the city. Similar to a Snow Event, which bans on-street parking throughout the City of Waterloo, a Regulated Parking Event would ban on-street parking only in a specific part of the city. If a Regulated Parking Event is declared, it will be communicated through the local media and the City’s website and social media channels, including start and end times and the designated area.
