City of Waterloo passes new development charge bylaw

City of Waterloo Council approved a new development charge (DC) bylaw during its December 16 meeting, that will see many of the rates decrease compared to their current levels. Development charges provide for the recovery of growth-related capital costs resulting from new developments.

A DC Background Study was prepared and approved to support the adoption of a new DC bylaw.  The background study incorporated growth forecasts for residential and non-residential development and the infrastructure anticipated to service this growth.  The city’s new DC bylaw will see updated rates take effect on December 31, 2019.  Development charge rates resulting from the October 17, 2019 background study are decreasing over current rates, with the exception of certain apartment units.  The city held a public meeting relating to this by-law update on November 18, 2019. 

The background study was prepared by an external consultant that specializes in this area and also included public engagement in the form of public council meetings and industry group meetings.

 “It’s important that our rates remain fair and competitive, while also adhering to provincial legislation. We welcome growth in our city and development charges ensure that we can build the needed infrastructure to support the growth without placing even more financial responsibility on local property owners. I think these new rates, based on research, data and consultation, provide a good balance,” said Mayor Dave Jaworsky.
