Who can apply
Neighbourhood groups can apply if they:
- operate in an area of the city not covered by another association – check the neighbourhoods map
- leads and plans events in their neighbourhood
- have been active for at least 5 years
- follow governance practices such as having a board and regular meetings
What affiliation means
Affiliation is a formal partnership between your group and the city. It’s for active neighbourhood groups that want extra support to serve their neighbourhood.
Some affiliated neighbourhood associations may also receive foundational operating funding from the city.
Affiliated groups get ongoing city support, including:
- staff guidance on volunteer management, community resources and risk management
- booking credits and rental discounts for city spaces
- event equipment to borrow
- printing credits
- liability insurance
- volunteer recognition and workshops
- membership with Volunteer Waterloo Region
Each affiliated group has a city staff liaison who helps coordinate this support.

What affiliated groups do
Affiliated neighbourhood associations:
- support volunteer leadership
- provide inclusive programs and events for residents
- strengthen neighbourhood connections
Commitments
Affiliation gives neighbourhood associations tools and guidance to offer welcoming, well-run programs.
Affiliated groups are responsible for:
- holding at least 4 meetings each year and keeping minutes
- electing board members
- hosting an annual general meeting
- setting annual goals
- maintaining financial records
How to become an affiliate
If your group is considering affiliation:
- Email neighbourhoods@waterloo.ca to discuss your organization and next steps.
- City staff will help you confirm eligibility and guide you through the application process.
Find other support options
If affiliation isn’t the right fit, your group may qualify for the neighbourhood operating grant, which offers up to $500 for eligible projects.
