Apply for condominium or subdivision approval

The Planning Act, under Bill 185 and Bill 23, gives the City of Waterloo authority to approve condominium and subdivision plans.

Follow these steps to apply for condominium or subdivision approval.

1. Request a pre-submission consultation

Before you apply, request a pre-submission consultation meeting with a City of Waterloo planner. 

You will need the following documents when you request a meeting:

  • cover letter, including a summary of the proposed condominium or subdivision
  • draft plan
  • digital copies of all submission materials to be uploaded and attached to the form

If additional information is required, staff will contact the applicant or proponent.

After your meeting

Once your request is received, a planner will be assigned to your file and will contact you about next steps.

Meetings are not booked until enough information has been provided. Staff may request additional details before sharing materials with other city divisions or external agencies.


2. Prepare your documents

Before you submit your application, we strongly recommend that you complete a pre-submission consultation with a development planner.

After your meeting, you’ll know how to submit a complete package for Plan of Condominium or Plan of Subdivision approval.

Applications should include, at minimum:

  • cover letter
  • Draft Plan of Condominium or Draft Plan of Subdivision
  • summary of the proposed development
  • summary of proposed application for Draft Plan of Subdivision (including the number of lots and blocks to be created), or Draft Plan of Condominium (including the type of condominium and the number and type of units being created)
  • Planning Justification Brief (this may also be included in the cover letter)
  • digital copy of all submission materials to be uploaded and attached to the form
  • any other materials as identified during the pre-submission consultation meeting

3. Apply for approval

Before you apply, make sure you have:

  • requested a pre-submission consultation meeting
  • gathered all required documents

4. Check fees

City fees increase on September 1, 2026. The Region of Waterloo may require separate fees to be submitted with your application.

5. Pay fees

Your application is not deemed complete until payment is received.

You can pay your fee:

  • in person at the IPPW counter on the second floor of City Hall (cash, debit or cheque)
  • by mail – cheque only

6. Wait for a decision

Under the Planning Act, once a complete application is received, the applicant may file an appeal after 120 days if no decision has been made.

While the city strives to issue a decision within 120 days, application complexity and processing matters beyond the city’s control may result in some decisions exceeding the provincial timeline.
