Apply for a building permit
A building permit is official permission to start your project. Follow these steps to get everything ready so we can approve your application faster.

1. Check if you need a permit

2. Before you start
Make sure your project meets all city and provincial requirements before you apply.
- check zoning — use our interactive zoning map or call 519-747-8752
- check for flood zones — review the Grand River Conservation Authority map
- locate buried infrastructure — contact Ontario One Call or call 1-800-400-2255
- check water source protection — use the Region of Waterloo mapping tool
- check for heritage designation — review our heritage alterations page if your property is heritage listed
3. Pick your permit type
Find requirements, fees, timelines, forms, and drawings for each permit type:
- decks
- sheds and detached garages
- interior renovations and basements
- additions
- multi-unit residential and non-residential
- demolitions
- solar panels
- tents
- stages and support structures
4. Get your documents ready
Each permit type has its own requirements.
- go to the permit type page for your project
- gather the required drawings, forms and approvals
- make sure all files are complete and in PDF format (no passwords)
- if needed, include digital signatures, BCIN declarations, and architect or engineer stamps
5. Apply for your permit
You can apply online or in person.
Apply online:
- submit complete applications or renewals using the building permit portal
- pay by credit card or debit
Apply in person:
- bring digital copies of your forms, documents, and drawings to the IPPW counter (2nd floor, City Hall)
- hours: Monday–Friday, 8:30 a.m. to 4:30 p.m.
- pay by cash, debit, or cheque (to the City of Waterloo)
6. After you apply
Once you submit your building permit application, here’s what happens next:
- we place your application in our review queue
- we will email you if anything is missing within 2 business days
- your application is not complete until we get all required documents and fees
- timelines start once your application is complete
- our Plans Examiner reviews your application and emails you about any needed changes
We issue your permit once all changes are made, or if no changes are needed.
