Check if you need a Heritage Impact Assessment
Find out if your development or site alteration project needs a Heritage Impact Assessment (HIA).
An HIA explains how your project may affect a heritage property and suggests conservation options.
1. Confirm if an HIA is required
You may need an HIA if your project involves:
- a protected heritage property or one next to it
- a listed (non-designated) property on the Municipal Heritage Register (PDF)
- a development application, such as a zoning bylaw amendment, site plan application or site alteration permit
City staff will confirm if your project needs an HIA as part of the development or site alteration review.
2. Hire a qualified professional
A qualified heritage conservation professional must prepare the assessment.
The study should include:
- a description of the property and its cultural heritage value
- the proposed changes or development
- potential impacts on heritage features
- conservation or mitigation options
3. Follow the terms of reference
Follow the Heritage Impact Assessment Terms of Reference (PDF) when preparing your HIA. The terms of reference outline what you must include.
4. Pay the review fee
Fees apply for city review of a heritage impact assessment:
- scoped HIA – $540
- full HIA – $1,080
Fees are non-refundable and do not include HST.
