Get funding to clean up and redevelop eligible brownfield properties in Waterloo. Apply for a tax increment grant through the Brownfields Community Improvement Plan (BCIP).


Apply for the BCIP

The Tax Increment Grant (TIG) helps cover costs of cleaning up and redeveloping brownfield sites such as former industrial, manufacturing or commercial lands. In Waterloo, the Tax Increment Grant (TIG) is offered through the Brownfields Community Improvement Plan (BCIP).

This joint program between the City of Waterloo and the Region of Waterloo began in 2013. It does not have an end date, but either council can cancel it at any time.


How to apply

Follow these steps to apply.

1. Book a consultation meeting

Meet with city and regional staff to discuss your property’s eligibility and get the required forms.

2. Confirm eligibility

After the consultation meeting, staff will review your property after the meeting to confirm if it qualifies.

3. Submit your application 

Once we confirm your property's eligibility, you can apply for the Tax Increment Grant.

Important: You must apply for the grant before we issue a building permit.
