A PAL card lets a support person join you at most city programs and activities at no additional cost.
Use your PAL card for public swims and skates, recreation programs, city-run golf courses and partner programs across the region.

Check if you qualify
Apply if you:
- are 4 years or older
- have a disability that lasts longer than 6 months and is not corrected by an aid (such as glasses)
You can apply for a temporary PAL card if you:
- are 4 years or older
- have a temporary disability and are expected to make a full recovery
Get your documents ready
You’ll need:
- your name and contact information – phone, email and address
- two references who can confirm your disability
References may include:
- an agency or service provider
- an occupational or physiotherapist
- a teacher
- a doctor or nurse
We will contact both references.

Who can be a PAL attendant
A PAL attendant is someone who supports you during programs. They must be at least 15 years old.
You can choose different attendants for different activities.
If the activity has its own supervision age rules (for example, swimming), the attendant must follow those rules and may need to pay if they also participate. In most other cases, there is no extra charge for your PAL attendant.
