1. Check if you need a permit
Make sure your project requires a heritage permit before you apply.

2. Complete the application form
Download and complete the application form.
Include:
- a detailed description of the proposed project
- photos of the property, streetscape or areas affected by the work
- scaled drawings or plans, if needed
- details about materials and construction methods
- start and completion dates

3. Submit your application
Email your form and supporting documents to heritage@waterloo.ca or drop them off in person at the IPPW counter, second floor, City Hall, Monday to Friday, 8:30 a.m. to 4:30 p.m.
4. Wait for review
Application review timelines depend on the type of alteration:
- Minor and compliant alterations: heritage staff and the Municipal Heritage Committee Chair often approve within 5 to 10 business days
- Other alterations: the Municipal Heritage Committee reviews applications at its monthly meeting (fourth Thursday at noon). To prepare:
- submit your application at least 2 weeks before the meeting
- we recommend you or your contractor attend to answer questions
If staff or the committee does not recommend approval, Council makes the final decision. You can appeal Council’s decision to the Ontario Land Tribunal within 30 days.
Façade improvement grant
Designated heritage properties in the uptown area or MacGregor Albert Heritage Conservation District may qualify for the façade improvement grant program if it involves preserving or restoring exterior heritage features.
