Before you apply

Businesses must follow city, provincial, and federal laws, including the Business Licensing Bylaw and fire and zoning rules. 

These rules apply to all business licences:

  • licences are not transferable if the business is sold or moves
  • businesses that need more than one licence must apply for each separately

What you need to apply

Before you start your application, make sure you have:

  • a business owner authorization letter if you are not the owner
  • a certificate of insurance form completed by your insurer or broker
  • proof of business status, based on your business type
  • government-issued photo ID (sole proprietors)
  • government-issued photo ID for each partner (partnerships)
  • articles of incorporation if your corporation is less than one year old
  • a corporate profile report dated within the past year if your corporation is more than one year old
  • any documents needed for your licence type — check the licence types and fees section to find what applies to your business

Criminal record check

Some business licences require a criminal record check issued within the past six months. Get one through your local police service or the online record check service

Using animals to act or perform for people's entertainment.

Initial fee: $159.75

What you need to apply:

  1. A copy of a criminal record check – apply for a background check online.
  2. Written approval from the property owner where the entertainment will take place.
  3. A site plan showing where and how animals will be sheltered from the elements.
  4. A description of the number, type, and use of the animals for the event.

Any person selling, or putting up for sale, goods, wares, or merchandise by public auction.

Providing beauty treatments for hair, face, hands, or feet. Includes services such as waxing, tanning, body and ear piercing, micro-pigmentation, electrolysis and tattooing. Does not include body rub parlours.

A single detached home where guest rooms are rented for tourism purposes. Rentals cannot exceed 28 consecutive days. Does not include a hotel, motel, group home, lodging house or restaurant.

  • Class A - $196.27
  • Class B - $357.17

  • Class A - $170.03
  • Class B - $170.03

What you need to apply

For a Class “A” Licence:

  1. A copy of criminal record check.
  2. A floor plan, which shows the units of measurement for the area.
  3. A parking plan.

For a Class “B” Licence:

  1. A copy of criminal record check.
  2. A floor plan, which shows the units of measurement for the area.
  3. A parking plan.
  4. A fire safety plan.

If you provide services to maintain, alter, repair, renovate or construct buildings, structures or properties, you may need a contractor licence.

This includes, but is not limited to, contractors working in:

  • drain laying
  • driveway paving
  • fence installation
  • fire safety
  • HVAC
  • landscaping
  • plumbing
  • pool installation
  • general home renovation

This licence does not apply to individuals who are:

  1. Proof of WSIB registration, unless self or independently employed.
  2. A description of the type of work that the licensee typically conducts.

Operating donation box(es) used for the ongoing collection of clothing or other donated items from the public. A separate permit is required for each donation box location.

What you need to apply:

  1. A list of all donation box locations in Waterloo.
  2. A site plan for each donation box location.
  3. Written permission from each property owner where a box is located.
  4. A permit for each donation box (an additional application is required for each).

Operating a business for dry cleaning, dry dyeing, cleaning, pressing, or stain removal or providing automatic washing machines for public use.

Hosting an exhibition, circus, menagerie, or similar show that may include amusement equipment. If animals are used, an animals for entertainment licence may also be required.

What you need to apply:

  1. A copy of a criminal record check
  2. Written approval from the property owner where the fair will take place
  3. Proof that all fair employees are covered by the Workplace Safety and Insurance Board (WSIB)
  4. A list of all exhibits, amusement equipment, games, shows, and stalls
  5. Proof of approval from the TSSA to operate amusement devices

Distributing flyers in Waterloo through contract or by employing people to distribute them. Does not include registered charities, community organizations, or political advertisements.

A place where food products are made, offered for sale, stored, or sold. Does not include a business that sells only bottled or canned beverages or pre-packaged candies, unless those items must be kept frozen.

What you need to apply:

  1. A fire safety plan submitted to the City’s Fire Prevention Division if the business operates as a restaurant, café, bar or similar use with an occupancy load over 60 people (required before applying)
  2. A declaration of compliance with the Fire Protection and Prevention Act
  3. An annual fire inspection at licence renewal

A motorized or non-motorized vehicle where food products are sold. Includes food trucks, trailers, canteen trucks and food carts.

Initial fee:

  • Annual – $357.17
  • One-day – $78.74

What you need to apply:

  1. Proof of vehicle ownership
  2. Annual fire inspection
  3. TSSA approval for all equipment and appliances not approved by the CSA or ULC
  4. Proof of a passed annual inspection by a third-party fire-suppression company
  5. A plan for containment and disposal of grey water, grease and garbage
  6. A description of the type of food being served
  7. If operating from a fixed location, also include:
    • written permission from the property owner
    • a site plan showing the truck or trailer location in relation to nearby buildings
  8. A certificate from a certified propane contractor confirming compliance with propane-storage and handling regulations
  9. If the vehicle is motorized, also include:
    • proof the vehicle is licensed as a commercial vehicle
    • a copy of the owner’s valid driver’s licence

Operating a business from within a home by a permanent resident of that home. Includes home offices where clients visit, products are stored or regular deliveries occur.

What you need to apply:

  1. A copy of a criminal record check.
  2. Proof that the applicant lives in the dwelling associated with the business.
  3. A floor plan of the entire dwelling with accurate measurements.
  4. A parking plan showing employee and customer parking spaces.

Providing place-to-place products or services directly to customers at their homes using a vehicle or portable equipment. Includes cleaning services, but not contractors, food vehicles or temporary vendors.

Initial fee: $159.75

What you need to apply:

  1. A copy of a criminal record check.
  2. A plan for the containment and disposal of grey water and garbage in a sanitary manner (if applicable).
  3. TSSA field approval for all equipment and appliances not approved by CSA or ULC (if applicable).
  4. Proof of an annual fire inspection (if applicable).

Includes new or used vehicle dealerships, service stations, repair shops, suppliers of new or used parts, vehicle inspection and appraisal services, vehicle rental or leasing, and specialty or service shops.

What you need to apply:

  1. A fire safety plan submitted to the City’s Fire Prevention Division if any of the following apply (required before applying):
    • the facility has an occupancy load of more than 100 people
    • flammable-material spray operations occur and the occupancy load exceeds 25 people
  2. A declaration of compliance with the Fire Protection and Prevention Act.

Operating newspaper boxes—any boxes, crates or machines located on City property where publications are circulated to the public. A separate permit is required for each location.

  1. A list of all newspaper box locations on City of Waterloo property.
  2. A permit for each newspaper vending box (a separate application is required for each).

A business that primarily provides commercial entertainment with an open floor area and limited seating. Main activities include dancing, listening to recorded or live music, and watching live performances. Food and beverages may be offered as a secondary use.

There are 2 licence types for parking enforcement on private property:

  • Contractor – provides parking enforcement services on private property.
  • Officer – enforces parking rules on behalf of a contractor or property owner.

What you need to apply:

  1. A copy of a criminal record check or a security guard licence
  2. Proof of the property owner’s consent to conduct parking enforcement on their property

A building, part of a building, portable structure, or tent with a seating capacity of more than 100 people. This does not include a theatre licensed under the Film Classification Act, 2005.

Operating a retail store or providing a service to the public such as clothing sales, personal fitness, tax services, payday loans, tutoring or similar businesses. This licence is not required if another specific business licence applies. This licence is only required once, and there is no expiry.

A patio using off-street parking areas, designated open spaces, or city property for commercial purposes for a limited time period.

  • a valid City of Waterloo business licence
  • a signed copy of the acknowledgement and indemnity form
  • a detailed sketch of the proposed patio area, including measurements, property lines, and existing structures
  • written permission from the property owner
  • a certificate of insurance showing a minimum of:
    • $2 million general liability for patios without alcohol service
    • $5 million general liability for patios serving alcohol

Temporary sales events offering goods that are not part of a business’s regular inventory. This includes liquidation, bankruptcy or other special sales.

Initial fee: $196.27

What you need to apply:

  • a detailed list of all items for sale, including the purchase price and approximate retail value
  • the names and addresses of the people or businesses the items were purchased from, and the dates of purchase
  • if the items are not owned by the applicant, proof of the relationship between the applicant and the owner
  • details of any damage caused by fire, smoke, water, or other means
  • any marketing materials used to promote the sale

Selling or offering goods or services for a short period (less than 90 days).

  • less than 30 days per event – $78.74

  1. Written permission from the property owner where the vendor will operate.
  2. A description of the goods or services to be offered.
  3. TSSA approval for all equipment or appliances not approved by the CSA or ULC (if required).
  4. If using a structure or tent, confirmation from Building Services that zoning regulations are met.

A market with multiple short-term vendors, typically small or independent sellers operating in a shared space. Includes farmers’ markets, craft fairs, and pop-up shops.

Initial fee: $159.75

What you need to apply:

  1. A list of all vendors operating at the market
  2. A description of the goods or services each vendor offers
  3. Proof of insurance coverage, either:
    • an umbrella policy that covers all vendors, or
    • proof that each vendor has the required minimum insurance coverage
