What is backflow

Backflow happens when water flows the wrong way, from a building back into the city’s water system. This can let contaminants enter the drinking water supply.

The city’s backflow prevention program helps protect the water system for everyone.


Install backflow prevention devices

Backflow prevention devices are required for industrial, commercial, institutional and multi-residential properties.

Property owners are responsible for:

  • installing and maintaining approved devices
  • hiring certified testers
  • submitting permit applications and test reports

You must have a valid permit before installing a device.

To install a device:

  1. Hire an approved contractor – find a company on our approved list.
  2. Complete a cross-connection survey – your contractor submits the survey form (PDF).
  3. Apply for a permit – submit the backflow prevention permit application (PDF).
  4. Submit the test report – after installation, send the test report (PDF) within 45 days.

City approval is required before removal.

Follow these steps:

  1. Fill out the authorization to remove form (PDF) – one form per backflow prevention device.
  2. Have your contractor submit the form – email it to the backflow prevention team.
  3. Wait for approval – do not remove or disconnect equipment until the city approves your request.

Backflow test report: $28

  • submit reports within 45 days of receiving the reminder letter to avoid late fees
  • late submissions cost $56

Permit fees start at $85 – the total cost depends on how many devices you install and the cross connection survey review.

Prevent backflow in your home

Homeowners can help protect the water system. Proper installation and regular maintenance prevent contamination and keep drinking water safe.

Install a backflow prevention device:

  • install on cross connections such as irrigation systems, boilers, swimming pools and fire suppression systems
  • use an approved backflow prevention device and get a permit before installing it

Test and maintain your device:

  • testable prevention devices must be tested each year
  • keep hose ends clear of contaminants
  • install vacuum breakers on threaded faucets and hose connections – these are inexpensive and available at most hardware stores
